Brown, from Lowell, Mass., presents an Enlisted Surface Warfare Specialist certificate to Mineman 3rd Class petty officer Alejandro Villegas during a visit aboard the mine countermeasures ship USS Ardent (MCM 12). The visit is part of Brown's efforts to speak directly to the Surface Force about the future of the fleet, increasing readiness, and his guiding principles of good stewardship, professional development, and safety.
