Occasionally the old statutelabor divisions and pathmasters are retained, each being given, to spendon the roads, the amount collected in his division, but this plan retainsmany of the chief defects of the statute labor system. The usual plan isto appoint one or more road commissioners to manage the road-work ofthe township under the direction of the council. The general statute labor law as carried out throughout the Provinceprovides that any person may commute his statute labor at the rate of onedollar per day; or for a less amount if the municipal council so providesby by-law. With the object of inducing ratepayers to commute instead ofworking out their labor, many townships have passed such by-laws reduc-ing the rate of commutation, but leaving it optional with the persons assess-ed to commute or work out the tax. This step is of little if any practicall)enefit, as it does n,ot appreciably increase the amount received ixi com-mutation of statute labor. This optional method is not what is known asthe Commutation System.
