Cadet Kevin Nicholas is being pinned the rank of 2nd Lt. during the commissioning ceremony by his mother and Brig. Gen. Deborah Y. Howell, the adjutant general, Virgin Islands National Guard, at the University of the Virgin Islands on St. Croix. This commissioning ceremony represents a culmination of years of study that resulted in UVI cadets becoming commissioned officers.
