With his proud plumage of "Chin Feathers," Coast Guardsman Arthur Nash, Chief Motor Machinist's mate, "Bats the Breeze" with "Bill," one of the talkingest parrots in the South Pacific. Nash obtained "Bill" in Mexico and "signed him on" a Coast guard-manned ship as mascot. "Bill" rides his shipmate's shoulder as he goes about his duties with the "black gang".
