Jason Baxley, Delaware State Police Tactical Control Unit defensive tactics instructor, demonstrates giving verbal commands to a suspect before placing them in custody April 6, 2017, at Dover Air Force Base, Del. This technique helps to minimize threat to officers from a potential hidden weapon. Baxley, who also serves as the medic for the TCU, was one of 30 Delaware State Police Officers who trained with Dover AFB security forces members.
