The Indian Agents —who are appointed directly by the President, andwho, residing among the different tribes, are properly the interpreters of all thetreaties, have charge of the annuities, and make the annual reports—usuallyhave much influence with the Indian chiefs, and, of late years, some few improve-ments have been introduced at their suggestion. The person of an agent isalways respected, and as a rule his word is law. The government of the Cherokees, as well as that of the other principalnations in the Territory, corresponds in large degree to those of our States. The TAHLEQUAH GOVERNMENT THE IMMIGRATION QUESTION. 199. A Creek Indian. Cherokees elect a principal and second chief for four years. They also havean upper and lower house of the Legislature, the former continuing in power four,the latter two years. Bills, or acts, are regularly introduced, and passed throughthe various readings to be engrossed, as in other Legislative assemblies. Thereis a supreme court, with three judges, and there are alsodistrict judges and sheriffs. At Tahlequah, the capital, the annual sessions of thelegislature are held in the council-house, beginning inNovember, and lasting thirty days. The legislators arepaid out of the annuities of the nation. Tahlequah is anaverage town of the South-west, with nothing especiallydenoting its Indian origin. The Choctaws and Creek
