Army Corps of Engineers St. Paul District public affairs specialist Patrick Loch received the Army's Achievement Medal for Civilian Service from Recovery Field Office (RFO) commander Lt. Col. Andrew P. Yoder on January 17, 2018. Loch was recognized for his work during federal response and recovery efforts in Puerto Rico following hurricanes Maria and Irma.
