Neighborhood Watch Sign for Devil's Night on vacant dwelling Detroit Michigan USA by James D Coppinger Dembinsky Photo Associates Neighborhood Watch signs are attached to hundreds and thousands of vacant dwellings and commercial buildings each year in the city of Detroit Michigan USA in preparation for Devil's Night ( renamed and declared Angel's Night ). This annual destructive practice of arson started in the 1980's in Detroits' inner-city neighborhoods, and has continued to the present. In 1984 the city reported 800 structure fires in the three days spanning from October 29-31. The number of arson fires has been declining since with less than 100 set in 2011.
