The head of the Department of Hos-pitals shall be the Board of Hospital Commissioners,consisting of the dean of the Medical Department of theUniversity of Cincinnati, the director of social welfare,the chief executive health officer of the Hoard ofHealth, one person nominated by the Board of Directorsof the university and appointed by the mayor, and threeother persons, citizens of the city appointed by themayor.
