Many of the con-victs are men who have fallen into crime because they did not live onwhat they earned. However, after spending from one to two years ina highway camp, these men both learn to work, and what is equallyimportant, adjust their needs to their daily wage. A commissary clerkcan be a great help to the men in camp by teaching the fundamentalnecessity of living within their means.
