His vast learning, his tenacious memory and hisprompt command of its resources, made him a mostformidable opponent, while the same qualities fittedhim for the efficient advocacy of measures conduciveto the national progress and well-being. But his career was cut short at the moment whenhe was winning the highest distinction, and when es-pecially the friends of freedom were depending on hisalready well-proved strength as their champion. Hewas preparing a speech on the fisheries, a subjectwhich he doubtless understood better than any other.
