ROY COCHRAN Governor of Nebraska Nebraska, and Scott M. Loftin, attorneyand former Senator from Florida. Governor Cochran was among thosepresent at the third annual meeting ofthe interstate commission on crime,which convened in Kansas City Sept. meeting saw the formal consumma-tion of a compact designed to removestate boundaries behind which convictparole violators have taken refuge fromsurveillance and extradition. Governorsand other officials representing 25 statesentering the treaty were among the 150crime commissioners and their wivespresent. Meeting in Kansas City at the sametime was the annual convention of the American Bar Association and amongthe A T Os in attendance was Scott of Jacksonville, Fla., presidentof the association in 1934 and 1935 andformer U.
