Theindividual citizen may appreciate the incongruity ofthis, but he has no choice in the matter. The nomi-nating election should be a public election to deter-mine as t each elective public officer who, as a candi-date for that office, shall have the right as the solerepre- entativ< of a ^iven set of political principlesproperly applicable to its conduct to have his name. Prior to registration day, let every candidate fornomination be announced as such candidate, togetherwith a statement of the platform of political principlesupon which he stands, each distinct set of principlesbeing denoted by a short title or phrase; let the namesof all candidates for the nomination be printed by theState upon an official nominating ballot delivered tothe voter upon a registration day and immediatelyafter registering, and let the voter mark secretly uponit his preference among all the candidates for nomi-nation to each office; let the ballot then be depositedin the ballot-box under exactly the same circumstancesas at the general election, and at the close of the pollslet the votes be canvassed and the result be announced,as at the general election; upon the official ballot usedat the ensuing general election, let only such policiesand candidates appear
