LAYLIN, Secretary of State, was born in Norwalk,Huron oounty, Sepitembeir 28, 1848. He graiduaited from Norwalkhigth isctnoiol in 1867. In 1869 he was elected to the superinrfcend-ency of the Beillevne public schoioils, tio^ which piositiion he was unanimoiislyre-elected for six successive years. He began the study of law, and wasajdmitted to the bar March 13, 1876. He was city clerk of Norwalk twoyears; a miember of the Huron county board of school esamineirs twelveyearsi; and president of the Norwalk city boaird of examiners three 1879 he was elected proeeouting attorney of Huron county, and heldthat office seven yeairs. He was elected to the State Legislature in 1887,and served in the House of the 68th General Assembly. In 1889 he wasre-elected representaitive, and served through the 69th Greneral was the choiice of his Republican colleagues in the House
