Victoria is the region's second city after Vancouver . Coined as one of the world's top ten cities to visit , by Conde Nast Traveler magazine. The Pavilion Buildings commands the area around the Inner Harbour and it is a thriving tourist spot. These quintessential buildings , come into it's own at night, being lit by 300 tiny bulbs. Rudyard Kipling referred to "Brighton Pavilion with the Himlayas for a backdrop," when describing the architecture around the waterfront.
