Re-elected in 1863, he serveduntil 1869, but was then defeated in caucus; serveda part of William Pitt Fessendens term (1869-71),and again was elected Senator in 1871. In June,1876, under President Grant, he became Secretaryof the Treasury, succeeding Benjamin H. Bris-tow, and held that office until March, 1877. Hewas an earnest advocate of a prompt resumptionof specie payments. President Hayes appointedhim collector of customs for the district of Port-land, Maine, which ofifice he held until his death,in Augusta, Maine, Jan. 10, 1883.
