These companies were confined to thecities and large towns of the State, and their carswere moved by horse power, and were a substitutefor the omnibus and other vehicles devoted to thecarriage of passengers which had been previouslyin common use. After the adoption of the newConstitution the practice of separate lesislation foreach company became impracticable, and in 1878 ageneral law was passed providing for the or-.
