Arab-American men exiting a mosque following Friday prayers take fliers encouraging the Arab population to fill out their 2010 census forms in Bay Ridge, New York. US government census forms mailed in March 2010 have a 47% return rate for the Bay Ridge neighborhood where rumors and misconceptions have caused a low response rate. The 10 question census form mandated by the US Constitution determines the number of House of Representative seats for each state and the funds allocated for hospitals, schools and public works projects like roads, bridges and tunnels.
