PROVISIONAL stamps of different countries aremore apt to become scarce, soon after they appear,than are the regular issues of a country. Such stamps,whether they be surcharged with a new value, or made bysome cheap process, such aslithography, are intended fortemporary use, and therefore,in almost all cases, the numberissued is limited. It is wellto secure such stamps as soonas possible after they are is-sued. An odd provisionalhas recently been made forLiberia. The method of canceling the old value of onedollar and replacing it by the new value stamped in thecenter is unusual.
