Construction on the New York City Water Tunnel No 3 s Manhattan Leg on October 8 2003 Located almost 600 feet down the 8 5 mile Manhattan portion of Stage 2 of constuction will run north and south from an access point in Chelsea with a crosstown section to connect the East Side When the tunnel is finally completed and put into operation it will allow the shut down of City Tunnels 1 and 2 put into service in 1917 and 1936 for inspection and repair City Tunnel No 3 is the largest capital construction project in NYC history started in 1970 scheduled to be completed in 2020 60 miles in length.
