The act to establish,locate, and endow the State NormalSchool at Emporia, was approved March3, 1863; an act providing for its organi-zation followed, February 16, 1S64; underthe provisions of this act, the first boardof regents, consisting of the governor,state treasurer, state superintendent, andsix persons appointed by the governor,organized in Emporia, December S, Thomas Carney was madepresident of the board and the Rev.
