It is not improbable that the abnormal conditions in 1913 just referredto may have created a situation which will offset for a few years thediminution in the debt and interest burden which would otherwise havebeen promptly promoted by the operation of a statute which is nowforcing provision to be made in the tax levy for all current expenses andhas virtually put a stop to the practice formerly so common of incurringfunded or fixed debt for that purpose. The following table and the chart on debt studies show the rate ofgrowth by amounts and percentages in assessed valuation and net fundedor fixed debt for the period 1907-1913, and also the ratio between thetwo for each year. It appears that the increase in the debt between1912
