Remember when by Annabal Bagdi A CINEMA owner was shouting from the rooftops after winning his battle against the city council in April 1982. Bill Heine was criticised after he paraded giant dancerÕs legs on top of HeadingtonÕs Not the Moulin Rouge cinema. Councillors and residents had commented the sculpture, sitting on the former Moulin Rouge cinema, was crude. Comments were also made suggesting planning permission was needed because the legs were advertising material. But planning officers decided not to pursue the case and within minutes Mr Heine was kicking his legs in the air in celebration.
