An old English satirical cartoon featuring Arthur James Balfour ,the 1st Earl of Balfour, (1848 – 1930) Conservative Prime Minister of the United Kingdom from 1902 to 1905. He's seen at the wheel of the foundering ship 'Government' . He suffered from public anger at the end of the Boer war for 'counter-insurgency warfare and barbarism" as well as the importation of Chinese labour to South Africa ("Chinese slavery"). He resigned as prime minister in December 1905
