PALE, BOSNIA, 12 JUNE 1996 ------- Bosnian Serb foreign minister Alexi Buha, seen here in his office in the Bosnian town of Pale. Buha was a close ally to Bosnian Serb war criminal Radovan Karadzic, and is suspected of having been one of the chief ideologues behind the Serb ethnic cleansing campaign in Bosnia. It is thought that Buha is under secret indictment by the War Crimes Tribunal in the Hugue.
