All streets, avenues, lanes, alleys, courts and places within themunicipalities of this state, now open or dedicated, or which may hereafter be openedor dedicated to public use, shall be deemed and held to be open public streets, avenues,lanes, alleys, courts, and places for the purposes of this act, and the city councilof each municipality of this state is hereby empowered to cause shade trees andornamental shrubs to be planted, protected and cared for, and removed and changed,along and in said streets, avenues, lanes, alleys, courts and places, for which gradeshave been officially established, and which have been actually graded in conformity 36 REPORT OF THE STATE REPORT OF THE STATE FORESTER. 37 therewith, and is hereby invested with jurisdiction to order to be done thereon andtherein any of the work mentioned in section two of this act in the manner andunder the proceedings hereinafter described. Sec. 2. Whenever the public interest or convenience may require, the city councilof any municipality of this state is hereby authorized and empowered to order shadetrees and ornamental shrubs to be planted, protected, and cared for, and to beremoved and changed, along and in the whole or any part of any such public street,avenue, lane, alley, court or place in such municipality; also to order suitableguards, covering or grating for the protection of said trees and shrubs, and to orderi any other work to be done which shall be necessary to plant, protect and care for,land to remove and change, shade trees and ornamental shrubs along
