On oneoccasion, forty men sign the petition; on anotlier, thirty-tln-ee;and tliere are seventeen remonstrants. None of tlie governmentofficials, who were citizens, appear to have thought it proper tosign a document on whicli they would have to act judicially. Ithink it would be safe to say that not more tlian one-third of theratable citizens (men over sixteen years of age) signed any oneof the petitions. It is probable, therefore, that in 1G93 therewere Avithin the whole territory of the town not far from fivehundred inhabitants. The right of fairs and market days,appointed in the charter, was probably never exercised; it wasa conventional concession, according to old English charter continues to be the only authoritative legal sanctionof the corporation of New Castle; and under its provisions ourtown-m
