He therefore exercises sovereign power throughout is answerable to the minister of the colonies. There is a coyilrole financierin Indo-China, dependent upon the ministry of the colonies. Its returnshave to be communicated to the governor-general. The town of Saigon is officially the capital of Indo-China. The superiorcouncil, however, does not necessarily sit at Saigon.
