The cabinet which he formed, with Daniel Websterat its head as Secretary of State, was one of the mostbrilliant with which any President had ever beensurrounded. Never were the prospects of an admin-istration more flattering, or the hopes of the countrymore sanguine. In the midst of these bright andjoyous prospects. Gen.
