LOOMIS ALLEN, formerly superintendent of the trackdepartment of the Syracuse Rapid Transit Railway Company,has been promoted to the position of assistant general Allen has been superintendent of the track department of thisroad since April r, 1805, and has had charge of all the construc-tion work since that time. He has had several years experiencein the engineering business in various parts of the country andis intimate with every detail of the work.
