Reference was made at the commencement of this section to therecommendation made by the Georgian Bay Fisheries Commission inregard to the matter of assessing the value of licenses. It would seemthat such a system would undoubtedly be more equitable on the commer-cial fishermen than that at present in vogue, and, inasmuch as the taxwould be levied on the catch, and not merely on the class or extent ofnet used, the Government would derive a proportionate benefit from anymeasures it enacted, or any expenditures it undertook, which resultedin an increased annual production of fish. Moreover, by adjusting thetax to the necessary proportions, without causing any undue hardshipit could plainly be made to be profitable from the point of view ofrevenue, as the following figures indicate: Revenue From Net
