The two companies connected most closely with rail operations, Rail-way Express and Pullman, in recent years have been well below their1947 revenue levels although the Express Company in some of thelater years has shown a degree of recovery. The decline in parlorand sleeping car passenger-miles has been only partially compensatedby increased rates and, therefore, first-class service revenues remain ina declining state. 5 The Civil Aeronautics Board entered into an investigation of fares of this type afterthe close of the 1963 fiscal year.
