The decline in parlorand sleeping car passenger-miles has been only partially compensatedby increased rates and, therefore, first-class service revenues remain ina declining state. 5 The Civil Aeronautics Board entered into an investigation of fares of this type afterthe close of the 1963 fiscal year.
