Blue roofs are visible Dec. 26 on homes in Cayey, Puerto Rico, tucked into the island's central mountains. The reinforced-plastic sheeting roofs were installed as part of FEMA's Operation Blue Roof Program in the aftermath of Hurricane Maria, providing temporary relief for residents whose homes suffered damage. The Army Corps of Engineers is supporting the program by providing Quality Assurance teams that assess homes both before and after the roofs are installed by contractors.
