It has been in use in connection with block signals since 1892 and sofar as I have been able to learn from diligent inquiry, their use is giving en-tire satisfaction. A critical examination of the meclianism used in connection with the deviceat Hawley shows all parts ingeniously designed and substantially The installation of tho entire system was performed in a substantial andworkmanlike manner, and eonfirmiag my verbal recommendation at theBoard meeting on August 3d, I again recommend that each road be allowedto run the crossing and that permits be issued to each in accordance there-with. (At a regular meeting at the office of the Commission in the city of Chi-cago on August 3, 1899, the Commission formally approved the above men-tioned device. Permits were issued on August 7, 1899.)
