William Clapper, traffic manager of the Inter Urban Rail-way, Des Moines, Iowa, as noted recently in the ElectricRailway Journal, has been appointed general manager ofthe company. Mr. Clapperbecame head of the trafficdepartment on March 1,1915, succeeding C. T. Chap-man, who resigned to accepta similar position with theDan Patch Air Line, Minne-apolis and St. Paul. Hehas been engaged in rail-road service since June,1899, when he became clerkto the commercial agent ofthe Minneapolis & St. PaulRailroad at Minneapolis,Minn. In January, 1900, hereturned to Des Moines, hisnative city, to accept asimilar position with the Wabash Railroad. In 1904 william clapper Mr. Clapper was appointed contracting freight agent of that company, with head-quarters at Des Moines. Three years later, upon the resig-nation of the division freight and passenger agent, was promoted to succeed him. In that capacityhe had charge of all of the companys freight and passengerbu
