Young,Cornelius Vanderbilt and others, has renewed its proposition,submitted two weeks ago, to the Rapid Transit Commission, ofNew York, to build, at the syndicates expense, a subway fromDelancey Street to the Battery and equip the WilliamsburgBridge and the proposed subway with moving platforms tocarry passengers at all hours for a 2-cent fare. On motion ofMayor Low the proposition has been referred to Messrs. Orr,Starin and Grout, with the understanding that the syndicatewill make a formal application for a franchise. Bridge Com-missioner Lindenthal has sent to the Board a letter warmlyadvocating the moving platforms, and Controller Grout be-lieves that it would be a good thing to have them on the Wil-lia
