Mr. Slotemaker de Bruine was the director of the Netherlands Information Bureau in New York. Van Kleffens became Minister for Foreign Affairs in the cabinet-De Geer II in 1939. He continued the Dutch neutrality policy. On May 10, 1940, Van Kleffens received a statement for the German attack on the Netherlands from the German envoy Zech von Burchkenroda. This has ended the neutrality. To seek support from the Allies, Van Kleffens left the same morning with Minister Charles Welter from colonies to London. The rest of the cabinet would follow later. During the period of the Dutch government in London, Van Kleffens continued to fulfill his minister's post. During the Gerbrandy II cabinet, a second minister of Foreign Affairs was appointed besides Van Kleffens. With its diplomatic qualities, clairs could often mediate in conflicts between Queen Wilhelmina and Prime Minister Gerbrandy. In 1943 he came up with ideas for the establishment of a European state. In a radio speech on December 28, 1943, he argued for establishing an Atlantic Alliance, the later NATO. He also stood at the cradle of the Benelux.
