Buckwheat has been tried, but so far with little sixccess. All theyears since the prohibition of the poppy have been famine years, andthe small farmers have had no chance to adjust themselves. Owing to the lack of any water power and the absence of coaldeposits, it is probable that when the conservancy scheme shall have been fully established and the land put into condition to bring:forth its full abundance, it will be cheaper to transport the rawmaterial, cotton, grain, beans, etc., to some central point for theproduction of the finished article, rather than to establish local millsand factories, but this is one of those economical problems which timealone will solve.
