Baltimore, December 31, the Commissioners of Public Schools : Gentlemen—The following report of the Western FemaleHigh School for the year ending December 31, is respectfullysubmitted. In accordance with the new regulations of the Board, two hun-dred and sixty pupils were recommended for promotion by theprincipals of the grammar schools. At the examination in June,one hundred and three candidates from the grammar schools, notso recommended, and four from private schools were present;fifteen other applicants were examined at different times duringthe month of September. The result of these examinations wasthat thirty-nine grammar school and eight private school pupilspassed satisfactorily. Of the whole number entitled to admission, 41 failed to enter. The roll therefore as made up after organization in the fall
