On January 1, 1909, a parcels-post ar- rangement between the United States and Austria (not including Hungary) goes into effect. Under this agreement p'arcels to be exchanged between the two countries must not weigh more than 11 pounds, measure more than 3 feet G inches in length, nor 6 feet in length and girth combined. Postage must be prepaid at the rate of 12 cents per pound or fraction thereof. If necessary, a delivery charge not exceeding 5 cents will also be collected of the addressee on delivery of the parcel. REDUCED LETTER RATE TO GERMANY. In effect January 1. 1909, the postage rate on letters for Germany, dispatched via direct steamers, will be two cents for each ounce or fraction thereof. Let- ters for Gei-many, dispatched via Eng- land or France, must be prepaid at the present rate, i. e., five cents for the Yeast of the Soil.
