In their present pitiable condition, theblinded soldiers and sailors are, almost with-out exception, the worlds most tragic un-fortunates. They cannot see to find work;cannot perform work without preliminaryinstruction; cannot, except through otheragencies, sell their work or commercialize itsresults after it has been performed. It is proposed to build permanent homes,workshops and exchanges whereby the workof these blinded men may be brought into afavorable and paying market. It has already been proven that certain artsand trades are of especial adaptability to theblind. The
