Inspector — Fees.—The owners, agents or occupants of all buildings in whichelevators are used shall pay the Commissioner of Buildings, before a certificate of inspectionis issued to him, a fee of two ($2) dollars for each inspection of each elevator made in pursu-ance of this ordinance. Sec. 31. Certificates of inspection — Details of.— When an inspector finds a hoistway,door, shaft and elevator in a perfectly safe condition, he shall make and deliver to the owner,or to his or her agents, a certificate signed by the Commissioner, which shall contain the dateof inspection, the condition of the elevator at that date, the weight it may safely carry, andthat the shaft and doors are constructed in a safe and proper manner, or are constructed inaccordance with this ordinance, which certificate shall be by the owner of the elevator framedand put up in some conspicuous place in such elevator, for examination by the public; pro-vided,
