In 1864 he was elected by theUnion party Governor of Maryland, and onthe close of the war he supported the pol-icy of President Lincoln, believing it wouldeffect a speedy restoration of the Union,and on the accession of Mr. Johnson tothe Presidency, Mr. Swann strongly advo-cated his plan of reconstruction. In the first year of his Governorship herenounced his allegiance to the Republicanparty and joined the Democrats, by whomhe was elected United States Senator. Hedid not, however, accept the position, pre-ferring to remain Governor. In Novem-ber, 1868, he was elected by the Demo-crats to Congress and re-elected in 1870,1872, 1874 and 1876 successively. ■ y ;.B H.
