The Legislature of 1902 has also provided that the proceeds of all fines imposed by the District Courtsthroughout the State, and amounts of forfeited bonds,collected in criminal cases, less cost and latter fund, and that derived from the capitationtax are collected by the several sheriffs, who are ex-oificiotax collectors, and are paid over to the parish treasurersof their respective parishes, for the use and benefit ofthe local schools, and, are not paid into the StateTreasury and apportioned by the State same observation applies to the parish school tax,as will hereafter be noticed.
