When they were openedby the commissioners, they found that the bid of Norcross Brothers was^58,968 lower than the next lowest bid, and $143,000 lower than the hio-hestbid. The contract for the building was awarded to Norcross BrothersApril 23, 1896. The contract called for the completion of the buildingJanuary i, 189S. All the other contracts were made to be completed at thesame time. But owing to contingencies and unavoidable delays a littlelonger time than was anticipated has been required f.,r its completion.
