It shall be lawful for the duly qualified electors, resident within anarea or district within this Colony, to present to the Governor in Council a petition or requisition in the form prescribed in the Schedule to thisAct, or as near thereto as may be, setting forth the limits or boundarieswithin which such area or district is comprised, and the names of thetowns, harbours or settlements included therein, and praying for a Proclamation prohibiting the keeping of dogs within such area or district. 2. Such petition or requisition shall be sent to the nearest residentStipendiary Magistrate, and shall be by him (after examination and certificate as hereinafter provided) furnished to the Governor in Council. 3. If, upon due scrutiny of such petition or requisition, the StipendiaryMagistrate shall find that the same contains the bona fide signatures of amajority of the duly qualified electors resident within the limits or boundaries set forth in the said petition or requisition, he shall
