The highway plan adopted called for two hundred twentymiles of concrete highways fifteen and sixteen feet wide andfive inches thick, to be surfaced with a carpet of asphalt typetwo inches in thickness; and as soon almost as the citizens ofTulare County voted in favor of the bonds, road buildingbegan, the result being that in December, 1918, less thantwenty months after the bond issue was voted, one hundredninety-seven and one-half miles of concrete roads had been [276]. 53* 1•a
