STEPS IN THE DEVELOPMENT OF THE PROJECT. In the development of the Hetch Hetchyproject, the first step will be to survey anddetermine the exact route of the aqueductfrom Hetch Hetchy to San Francisco. TheRaker bill, under which the grant was secured,requires that a map of this route and of allland belonging to the Federal government re-quired by San Francisco for the completionand maintenance of its water and hydro-elec-. Il is sucha short time since the I letch Hetchy grant wassecured by the city that at present there canbe given only a very general idea of the en-gineering steps to be undertaken. It is esti-mated that if the work is carried through fma business basis, with no interruptions from(he usual causes which impede municipal work,the Hetch Hetchy water should be delivered atthe city inside of seven years.
