We must thoroughly understand thenature of the disease before we can cure it. It is frequentlyassumed that manufacturers of electrical apparatus should beheld as fully responsible for the production of effective pro-tective devices as they have been for the production of effi-cient and rugged dynamos, motors and transformers. Thegrowth of long electric railways and transmission during the past few years has been so rapid that practically all of ourattention has been concentrated upon building, starting andextending the systems, while the equally important questionof insuring their continuous operation has been compara-tively neglected. The manufacturers have been conscious ofthis condition but unable without assistance to remedy there is even to-day a lamentable lack of ac-curate and intelligent reports upon the actual service per- Ground til/re. APPROVED GROUND CONNECTION FOR LIGHTNINGARRESTER formance of high-tension protective apparatus. The manu-facturer seeking among operators for accurate informationon these matters finds it almost impossible to obtain consistentor valuable statements. Different operators utilizing iden-tical protective apparatus under apparently similar conditionsgive wholly contradictory reports regarding their effective-ness. Companies having the least trouble frequently assumethat they have the best protection. No assumption could beless justified. The remedy for this condition lies chiefly inthe hands of the operating staffs of the stations and the trans-mission lines. It cannot be questioned that the existing lackof practical data covering these matters has been due to thefailure of the operating company to report, record and pre-serve it, and this failure is doubtless due largely to a lack ofunderstanding on the part of operators and their employeesas to just what in
