Why our gov-ernment iscalled a democ-racy and a re-public the whole word means government by thepeople. Because thepeople do not reallymake the laws them-selves, but elect repre-sentatives to do thatfor them, ours is oftencalled a representativegovernment, or a repub-lic. It is often said that ourform of government makesus free andequal. Peo-ple are by no means so free and equal inall countries. Under somegovernments, in Europe andAsia, the people have very little to say aboutthe laws that shall govern them. Nor do thelaws protect them all equally; for some of thehigh officers say freely what they think, whileothers dare not do this. Many must obey theirrulers blindly, just as little children are ex-pected to obey their parents.
